Module .info breakpoint definitions won't load

I am attempting to define breakpoints in a module .info file. After adding several breakpoints to my module's .info file, I clear cache and navigate to admin/config/media/breakpoints, however no group shows up. Problem persists even after reinstalling breakpoints and enabling/disabling the module.

Is this expected behavior? Everything seems to work as expected with breakpoints defined in the theme's .info file, maybe I wrongly assumed it would similarly work for breakpoints defined in a module's .info file.
