The values for the minimum and maximum heartbeat times should be configurable to provide for different operating environments.
They are currently set to 1,000 and 33,000 milliseconds respectively, which may be too short for some situations.
The following patch provides for specifying these two values on the admin configuration form. The restrictions are that the the minimum heartbeat time may not be less than 1000 milliseconds, and it may not be greater than the maximum heartbeat time.
