The color scheme is really hard on the eyes. If you are visually impaired, you should go to https://kuler.adobe.com/ and choose a color scheme, and use that. Maybe have someone else tell you a scheme that they like.

It has the begin of a clean structure, you could build on that and perfect it. But as Jaypan said, the colors are too challenging. If you assume yourself to be the back-end developer, you might find someone to help you with the front-end part.
The color scheme is one of the first place to create a branding for the site and give it a recognizable personality.
