Currently, there is no way to adjust the number of values for a multiple value field per role.

Scenario:

An authenticated user needs to add up to 10 photos, where an admin needs to be able to add an unlimited amount of photos.

New features must be added to the current development version first.

If you need this functionality right away, it's possible to do this with a custom module implementing hook_form_alter(). A quick Google search revealed several guides on how to do it.
