I was trying to add webform to my page under content ->add content->webforms. Inside webforms it is not showing any main field list to drag and drop textbox ,buttons, labels . nothing

This sounds like you are using Form Builder. That would be an issue for the Form Builder issue queue. Webform itself does not have a drag-and-drop interface.

I also suggest that you update to the latest version of webform (either the -3.x branch, or even better the 4-x branch). This issue was reported on webform 7.x-3.19.

If I am mistaken, please move the issue back to the webform queue and supply detailed instructions to reproduce the issue, including the module(s) you are using.

Please also take a look at your php-error log. I'm closing this as "cannot reproduce" in the meanwhile.
