If one edits the homepage rotator it disappears on save or cancel [#2344611]

Steps
1. Go to homepage with default install
2. Click gear and then edit box on the rotator
3. click cancel save or the X in the top right

Expected
Model disappears and rotator is visible

Observed
Model Disappears and rotator is gone.

A bad character was preventing json from encoding correctly

However opened #2345013: Don't remove box content while editing ui is open cause the current box editing behaviour is odd.
