Skip link does not shift focus to main content area

When using the skip navigation link, the page is shifted visually to the main content area, but the focus remains on the link, and tabbing proceeds from that point, leaving the user back at the top of the page.

This is of specific interest to users using the keyboard to navigate; users using VoiceOver are not affected as they can use VO commands to shift focus and navigate the page from the jump link anchor.

Note that the same issue is common on benchmark sites (whitehouse.gov, ACB).
