Hello,

I was wondering if it would be possible to build a new Drupal 7 website based on an existing Drupal 5 database?

not directly. You can of course migrate your data from Drupal 5 to Drupal 7 in principal. It depends on what you have in mind. But unless you upgrade to Drupal 6 first, you would need to make a clean install of D7 from an empty database first. Writing an upgrade path from Drupal 5 to Drupal 7 (which seems to be really what your suggestion amounts to), whilst theoretically possible, would be very impractical.
