It seems that all project files of projects with names with startings letters between 'c' and 'u' seem to have vanished from the ftp.drupal.org server. This causes people to be unable to install any of those projects using the .tar.gz or .zip downloads from the projects page.

I don't know how the system works, as in who is responsible for getting those .tar.gz's and .zip's back online, but I would say it should happen quickly, as this is going to force a lot of people who don't know Git to download all of their modules from their Git repositories...

if you change FTP by WWW in the URL you can download

https://ftp.drupal.org/files/projects/drupal-7.31.tar.gz

https://www.drupal.org/files/projects/drupal-7.31.tar.gz

It should be the reason behind Drush download behavior. It keeps repeating the confirmation (y/n), although i use -y in the same line.

It seems as if the problem only occurs for one of the ftp servers employed.

Sadly, this is an OSL matter, and there's not much we can do. I'll open an issue with them.
