In template.php the CSS3 PIE Libraries array is missing the entry in the 'files' array. This results in the PIE library not being included, even if you have added it via the settings or enabled it in the .info file.

The Default PIE implementation (via PIE.htc) does not require any JS. The JS method is just an alternative which is why you can find the JS method in the 'variants' section. Normally you don't need/want to use thE JS method though.
