Adding / removing a shortcut should be a trivial operation that does not reload the page or cause dataloss. This can be acheived by implementing it with AJAX.

You're right, but… doing this requires loading, writing and maintaining JS for adding/deleting shortcuts. Shortcuts are mostly used, adding/deleting shortcuts is a very rare operation. Therefore: is this really worth our time? (At least at this point of the D8 cycle.)

I think this star via ajax is a common pattern and D8 should support it. We already have 70+ js assets to serve a page to an admin in standard profile. Whats a few more?

The issue is still in place (i.e., page is reloaded when added/removed to shortcuts), but IMO this doesn't fit into Major priority
