There are some changes which don't look like they will affect us, and some new features which we don't have to implement.

However the release notes do contain one note of interest:

The Web Tools APIs will be moving to a new platform where data validations will more closely adhere to the published technical specifications. In some cases, improperly formatted XML values that are accepted currently will result in error responses on 9/7.

If anyone has a staging/test site with USPS enabled it would be useful to see if any RateV4 requests trigger validation failures against the updated API.

As this change was implemented 3 days ago and there have been no bug reports since, tentatively marking fixed - it seems this didn't affect us.
