Is it possible to make the theme fluid, like i have a 20% sidebar first then an 60% main content and another secondary sidebar 20%?

i enabled bootsrap as a backend theme and put Powered by Drupal in the second sidebar. The first Sidebar is show even empty. I am not sure if this is normal or if my system broken.
