I am using the administration theme "Seven" and the overlay module is disabled.
Whenever I clear the cache, the administration theme switches to front-end theme.
If i reload the page the front-end theme switches back to the admin theme.
This happens only if the locale core module is enabled.

What could be the problem?

I'm not able to reproduce this problem. If you've continued to experience it, then please supply us with steps to reproduce it on a clean install of D7.
