I have a drupal-based website, uploads data every day (at three different times) and I want to add more fields of data to be on the website. I also want to upload our certificate to our server so we have HTTPS. I don't know how to do this myself, so I want to hire someone. how much would this cost me to hire someone, to add fields of data and load our certificate for HTTPS to our server.

It depends on how many fields, how much they charge, and how fast they work. There isn't really an answer to this, every developer will charge a different price.

Note that setting up SSL certificates takes knowledge on how to do that, and as it's not common knowledge, the person will likely charge you for having that skillset.
