The module page says:

Uploading or importing a file structure into a taxonomy hierarchy e.g. the directory tree in a zipped upload gets converted into the “folders” taxonomy

Is this a feature that may come in the future or already implemented?

As far as I'm aware this feature isn't available atm.

Can you edit the project description page and clearly mention the not-implemented features to avoid further confusion?

About submitting patches, is there any work done or can you point to some direction you have in mind?

The text is maybe not very clear but the list there is about Ideas the original maintainer had. Not about the features that are / were back then already in.
I've added to heading "Ideas" now and also updated the feature list above.
