New
drush.recipes service is working for testing purposes (no account allowed yet). We will support recipes added manually through the UI (entity form) as well as uploaded / submitted directly from the drush plugin (next up).

To test this out: drush drurl http://drush.recipes/recipes.xml will pull down example recipes for testing that it saves correctly.
