How to create random order for panes

1)Is there a way to show the order of panes randomly? I have an aggregator site with new snippets from multiple sources. Instead of source 1 always shown say top left pane and source 3 in top right etc, It would be nice if they get randomly shown in different order to each new visitors. Also keeps the page look more fresh and amusingly interesting.

2) Is there a way to randomly change background color of those panes?

This could be also very useful for an ecommerce site front page.
