ckeditor will only render on live site if caches are turned on

ckeditor works fine in development when caches are on or off

When performance caches are turned off on live site ckeditor will not render no matter if clearing caches. In Adaptive Theme, sometimes we also have to visit the theme and click save for some things to happen. Both these button clicks were done, but ckeditor will only render on live site if caches are turned on.
