Missing variable_build_info() [#2321395]

Hi,
I get this error during user import with Feeds:

"Call to undefined function variable_build_info() in /home/vhost/pilgrim.ogtrading.eu/public_html/sites/all/modules/variable/variable.module on line 587"

Is this some kind of hook implementation missing?

my happened to me after
drush cc all

what I have solved in the following way:

1 - cd /modules/variable/
2 - cp variable.module variable.module.old
3 - Open website in web browser "error is disappear,"
4 - cp variable.module.old variable.module

all correct
