An error was noticed in entity field plugin (ctools_entity_form_field_content_type_admin_title) due to the fact that context is empty, please see attached screenshot .
Solution:
I think we can add a little fix to ctools_content_admin_title function. We should replace pane context check, because context could be NULL.

* Set up a panel at node/%/edit.
* Add a test field to a content type
* Place the test field separately from the rest of the form
* delete the field from the content type
* edit the panel
