Currently tax is calculated on the unit price amount. This gives issues when using price components that are not included in the unit price. So maybe it is an option to have the tax module calculate tax on price components instead of the unit price amount. Then we would need settings on tax to configure which components tax should be applied to.
And this will get even more complicated when wanting to display prices tax inclusive.
Any other way to have taxes calculated correctly when you have components that are not included in the unit price amount?

We made many improvements in Commerce 2.x around this area, and will continue to pursue it.
