adding video button

I am trying to display the "add video" button with the toolbars on the user interface for Filtered HTML and Full HTML. On the admin page, I can drag either the button or the toolbar up into the reason where it should work. But when I save the page and return to it, the button still appears in the Not Displayed region, and users do not see it when they try to add content.

Any thoughts?
