Voting starts in March for the Drupal Association Board election.
I've been trying to get Drupal 8 to run locally on my Windows 7 machine, but during the 3d step of the install process, I am blocked by an error message:

Drupal requires you to enable the PHP extensions in the following list (see the system requirements page for more information):

OK Settings file The ./sites/default/settings.php file exists.
OK Settings file The settings file is writable.
Some additional info:
I'm running the latest stable version of XAMPP, Apache and MySQL are running.
I have tried added the following lines to the php.ini file of my virtual xampp server:
magic_quotes_gpc = Off memory_limit = "128M" register_globals = Off extension="pdo.so" extension="pdo_mysql.so" upload_max_filesize = 40M post_max_size =64M memory_limit = 64M upload_tmp_dir = 64M max_execution_time = 128
and also this variation of the same thing:
