Cloning a panels page causes translation strings to replace each others

Hello

I noticed that when cloning a panels page, the original string gets replaced with the new clone string in the translation strings.

This is likely because the variant ids are also likely the same among the original and the clone.

Therefor, the bug might actually be in CTools -- or even be a design flaw. Can you confirm this?
