Config form missing default value for from email

When sending a confirmation email, the from email uses either "smtp_from" or "site_mail" as the default. However, on the config form there is no default provided. If an admin edits the config form and does not provide a from email address, this results in the email being set to "", which will be set into the variable and the default would be ignored.
