I'm getting this javascript TypeError (line 15 of display_editor.js) that is causing my panel edit page to look funky and broken. When I click a cog on a pane to remove the pane, it takes me to a page not found, like %23.
I tried changing my admin theme to Seven, and had the same issue. I'm on Drupal 7.28, but it was also happening before I upgraded from 7.26.
