In my case, I was chosen

1) CONDITIONS OF QUALIFICATION
Qualifaction type: Minium price
Minimum qualification amount: 500

Check: Require Single product SKU to qualify
Check: Use Only Discounted Prodcut ...

Require products:
Select products what I want to do discount

Then,
2) Discount Application
Discount type: Free items
Discount amount: 1
DISCOUNTED PRODUCTS: Select the item to give free gift.

The free gift is attached to the cart page, but it is not based on the Minimum qualification amount: 500.
Actually, it is supposed to add when customer purchase subtotal is over $500. Please advise.
