For anyone else having this problem:
It looked like I was logged in but I got access denied. Finally, I cleared the cache, then it logged me out and when I logged in fresh, it worked.

For anyone else having this problem...
I've been trying to upgrade d6->d7.
I couldn't get update.php to run even though I changed $update_free_access = True
In settings.php, one of the few lines that has not been commented out is username:password@localhost/databasename
I entered the real values and I got in. This is a hack, but for other users who are desperate it works.
