Child of #2287765: [No patch] Think about profiling, discrimination and harassment implications of user pictures/icons
Related to #957320: Enable the support for user profile pictures
and #2276087: Allow for a selection of user avatars
Pictures were deployed on d.o,
and the UI makes it seem expected that people use pictures of them selves.
We say (in conversation) that people who might not be comfortable with that can just use a different icon.
Proposed resolution
Have the UI reinforce that people are not expected/pressured to put pictures of themselves in their profile.
- Rename profile picture to profile icon.

drummCorrecting spelling of title.
For me, "icon" and "avatar" are more-techy words. Are we okay with this tradeoff.
I checked Drupal Core's history to see what useful history went into the word choice. In 4.4.x to 4.5.x, Dries changed it from "Avatar or picture" to the current wording as part of a big (at the time) refactoring, without an issue filed.

rachel_norfolkThere are a couple of places that are *only* using the profile picture at the moment. Would be useful the change those (I’ll create a related issue today) so they include more information, like the username.
