Accessing admin/settings/ldap should show the LDAP Auth configuration page as the default settings page and use MENU_LOCAL_TASK for other LDAP Auth tasks. The other modules (data, groups, sync, help) should also use MENU_LOCAL_TASK to properly add their specific functionality.
