When referencing a term using visibility rules we can only reference the 'tid'. It would be nice if we could instead leverage 'uuid'.

We've been relying on this patch for months and it works. It worked on previous commits of uuid and it works on the latest uuid revision a7bf2db
right now we're using uuid revision a7bf2db with this patch (and several others)

at this point, if we were to add something like this I would be in favour of getting #2716025: CTools Entity UUID access plugin in rather than this plugin for just taxonomy terms.
