2 levels menu in navbar is working with method 2 but not with method 1

I have searched for issue queue - it is filled with the similar issues, but there is smth trivial is missing in my case: two level menu in navbar is working well when I make subtheme with Method 2 (CDN) but not when I compile from source. The jquery is 1.7 (tried with all versions). I think there may be some error with .js files.
