I would imagine this would better be suited for https://drupal.org/project/languageicons, so I am moving the project there. The API isn't meant for specific implementations, just to provide the API to do so.

That being said, I'm sure they could easily hook into the provider API (similarly to how the Bootstrap base-theme does it) and add the http://lipis.github.io/flag-icon-css/ library.
