Follow-up from #1939008: Convert theme_table() to Twig.

Add periods to ends of sentences, grammar corrections and generally fix any remaining doc cleanup for template_preprocess_table() once converted to twig template.

I do not see any problems in the docs for template_preprocess_table() or table.html.twig at this time, so unless someone has something specific, let's just close this. I think it was cleaned up on a different issue.
