Translate tab on entity page (e.g. node/%) present event if the entity or content type is not set to be translatable on module settings page by admin/config/regional/content-language path.
That's create a useless UI components and may confuse a user during module configuration (it seems like translation should work but it doesn't).
I suggest to do not show a 'Translate' tab if entity (or bundle) is not translatable at least if there is no existed translated content.

I have tested this on 8.6.19 and 9.1.x and the translate tab is only displayed for translatable nodes, taxonomy, menu links, custom blocks. In other words I am unable to reproduce the problem.
