Unfortunately this plugin, even though it's in the core, is useless for common usage.
The only place this plugin is implemented right now is file_usage.entity_label.
If this CORE field would have any real use the Node would not have to create it's own "Node" views field plugin.
I think this plugin should take the entity type either from the table name it is used on or, in case the table name differs from the entity it represents, there should be optional 'entity type' value in the field definition, just like the 'entity type field' is right now.
So:
a) if no additional information is added into the definition, the table name would be used for the entity type
b) if 'entity type' is directly set in field's definition, that value would be used
c) the current behavior: 'entity type field' would point to the field in the table that holds the name of the entity type
