Include Field Group patch for issue #1278618 in Panopoly

The patch in this issue has been used with Open Atrium by the Phase2 folks on a client project:

#1278618: Panels integration

It basically just adds Panels integration to the field_group module, which seems like something that would be useful in Panopoly.
