I'm trying to import a CSV file that has letters in like "ê" and "ë" but it throws errors and doesn't import anything...does it not support special characters which means it doesn't support other languages?

I have found the solution described for Node import module. Last comment sump up the steps: https://www.drupal.org/project/node_import/issues/355588#comment-7974159
I have tried for Drupal 8, and was glad that it worked.
Expect that for D7 also should work.
