Changed subtheme templates/page.tpl.php - everything works, but when doing the same to templates/page.vars.php - changes are not respected. Is there something I need to do or it is a bug?

Forgot to rename functions to my subtheme name, but still no change. I understand that this can be done adding function into page.tpl.php, but then - why such a complicated file structure was made if it cannot be used in subtheme?
