Other administrators on my site are saying they cannot see the menu options at the bottom that I am seeing. Screenshot of the menu options in question below:
Is there a permissions setting I'm missing?

drupalninja99 CreditAttribution: drupalninja99 commentedThe permission you need is 'Use the Panels In-Place Editor' which the administrator role should have. Is this a new site? You should be using 2x instead of 1x if this is a new site. Are you sure they have the administrator role?

No, site is at least 6 months old.
Yes, they are definitely admins. I even created a new test user and gave it admin privileges and I'm having the same issue with the new test user.
Not sure if this matters, but "Use the Panels In-Place Editor with Page Manager" option is not checked for any role.
