I've been using Drupal for 7+ years and in 100% installations I've made the temporary directory was always located in the files directory(sites/default/files/tmp - since sites/default/files is the default files directory created during installation process anyway). This is also recommended location for the temporary directory according to documentation pages and forums and irc talks and so on.
I must say that I'm quite surprised that Drupal 8 STILL doesn't do this on its own and I think it's time for this to be finally implemented.
I understand that many systems may have the temp directory located elsewhere but in such few case there is always the option to manually change the path.
So instead of 0.001% of the users who use the environment temp destination not needing to manually set the path and the rest 99.999% of us who always have to set this path manually, I think this should be the other way around.

BerdirI'm not sure what documentation that refers to, this is also 5 years old now, but it is recommended to have the temporary directory outside of the public file system and Drupal does try to find a path automatically, so not sure why it should default to thta.
