Access control not working

Also occurs in dev version (datestamp = "1390838711"). Running latest version of Panels and Panelizer.

Go to "Access Control" (/admin/structure/fieldable-panels-panes/view/2231/access), pull down to "User ser: Group membership Field" or "Fieldable panel pane side_block: Groups audience Field", click Add. Select group under "Your Groups", click "Save" at bottom.

Group does not appear in the "target_id equals". Go back to Edit Criteria, click bottom "Add another item":
