It should be possible to lay out the content of the right sidebar (sidebar 2) using the normal admin->structure->blocks ordering mechanism. I'm currently unable to reorder the sermons (podcast), bulletin, and maps and direction block. These appear to be code-based rather than normal view-based blocks.

The easiest thing for you to do is go to /admin/structure/block and just click 'disable' by the global context. This will turn off all global blocks which will let you enable those blocks via the /admin/structure/block page.
