I'm not quite sure if it's a bug... 'Corolla' behaved like this too, Once the required JavaScript library was enabled in it's configuration, everything worked fine.
I created a sub-theme following the documentation, everything went fine, now my theme is stuck at mobile version. there is no message about failed-to-load files in status report or firebug. am I doing anything wrong? the libraries in 'assets' are all enabled.
also, omega-3 works flawlessly.
PS: I demand you to answer this question quickly :| the table in front of me is in danger of being bitten by me (please?).

For anyone with the same problem: Go to your sub-theme settings, Layouts, And check "Enable Layouts extension".
