Been knitting a Spark D7/Commerce backport and ran into a conflict between Sweaver and the new Mobile Friendly Admin Bar.. When I installed Sweaver, admin tray/submenu would not expand down from the primary admin menu.. Turned out was related to jquery variations and the requirement to update js calls.

Not sure, but going to guess that similar conflicts are going to come up between Sweaver and Jquery generated page elements - so - leaving this here in case you are bug hunting and lost for next steps.. Here is the raw patch..
