We have not consistently created blocks for all templates. All of our modules should be checked to ensure that each template has an approptiate block. Also, blocks need to be checked that they work properly when added to pages.

Removed the block code from Tripal for the 7.x-2.0-rc release. Removing the '7.x-2.x-beta-blocker' tag from this issue, but leaving it "active" so that we can figure a smarter way to handle blocks in the future.
