I'd like to post a thread. How can I upload an image here? I clicked the icon of adding image, but it just allowed to input url of local image. I do not found where to upload.
You don't. Instead post to someplace like Flickr and link it in your thread.

You can't embed images from other sites here. You just have to provide a link to your image.
It's time to start a new forum somewhere else. The Drupal organization does not care about the forums.
I did as the following:
1. click "Insert/edit image" icon in toolbar.
2. Input "Image URL" and "Alternative text"
3. click "Ok"
What's wrong with the steps?
Nothing, it just won't work. You can only paste a link to your image.
And the image of the link can be shown by inputting it in url box of a browser. But it did not work in Drupal.org.
Yes, as I said, it won't work.
To be clear, you cannot embed images into forum posts on Drupal.org. There is no method to do so. You can only add links to images, the user has to follow that link to see the image.
