I've found out that sometimes, the parent theme needs to be enabled (like a module) to exist for the libraries module. (new behavior)
I make the issue just to point out for folks who had the same problem.

pirog CreditAttribution: pirog commentedCheck out the latest dev version of Kalatheme. We've greatly reduced the need for custom libraries. That said i've provided a fix for this specific issue which is now in the latest dev.
