Custom block to display on cart page based on attribute options in cart

I want to display a custom block based on the attributes options of the product in the cart.

I tried looking for several ways of doing this and with the help on IRC i came up with this solution but it is not complete yet.

I created a custom module which will output a block. The block is only supposed to be displayed on the cart page if the attribute of the product in the cart matches the one in the block.
